Article 38 of the Regulations on the Safety Management of Hazardous Chemicals: Enterprises that have obtained the safety production license, safety use license, and operation license for hazardous chemicals in accordance with the law shall purchase highly toxic chemicals, explosive hazardous chemicals, and explosive hazardous chemicals with corresponding licenses. Enterprises that produce explosive materials for civilian use shall purchase explosive hazardous chemicals with the production license for explosive materials for civilian use. Units that purchase toxic chemicals other than those specified in the preceding paragraph shall apply to the public security organs of the county-level people's government where they are located to obtain the purchase license for explosive hazardous chemicals. Purchasing explosive hazardous chemicals shall provide a legal use explanation issued by their own unit. Individuals are not allowed to purchase highly toxic chemicals (excluding pesticides that belong to highly toxic chemicals) and explosive hazardous chemicals.
